They oversee complex, high-volume budgets for manpower, facilities management (FM), and security services. The role mitigates operational risks, builds strategic vendor partnerships, and ensures full compliance with local regulatory frameworks.Key Accountabilities:Strategic Sourcing & Category ManagementFacilities Management: Develop strategic sourcing plans for maintenance, HVAC, cleaning, catering, and MEP (Mechanical, Electrical, Plumbing) services to guarantee operational continuity and cost-effectiveness.Security Services: Manage preferred vendor agreements for physical security guards, CCTV surveillance, and access control systems.Manpower Solutions: Source and maintain relationships with international recruitment agencies, talent suppliers, and HR outsourcing services.Vendor & Contract ManagementPerformance Tracking: Establish strict Key Performance Indicators (KPIs) and Service Level Agreements (SLAs) for all service providers.Market Analysis: Monitor global and regional commodity/labor markets to optimize pricing and identify alternative suppliers.Contract Negotiation: Lead high-stakes negotiations for long-term service contracts while collaborating with the legal team to minimize corporate liability.Leadership & OperationsTeam Management: Lead, mentor, and evaluate a team of procurement specialists, buyers, and sourcing managers.Budget Oversight: Design and manage the overarching procurement budget, identifying cost-saving opportunities and driving financial efficiency across the enterprise.Process Optimization: Spearhead the digitization of procurement processes utilizing ERP systems (e.g., SAP Ariba, Oracle) to reduce sourcing cycle times.Compliance & Risk ManagementRegulatory Alignment: Ensure all procurement activities comply with industry standards and local regulations (e.g., UAE Ministry of Interior security mandates or labor laws).Risk Mitigation: Perform continuous vendor risk assessments to prevent supply chain disruptions or service shortages.Qualifications & RequirementsExperience: Minimum of 10+ years in procurement and supply chain management, with at least 5 years in a senior leadership role, ideally within the GCC or regional FM and security sectors.Education: Bachelor's or Master's degree in Business Administration, Supply Chain Management, or a related engineering/facilities field.Professional Certifications: CIPS (Chartered Institute of Procurement & Supply) or CPSM (Certified Professional in Supply Management) is strongly preferred.Core Competencies: Expert-level commercial negotiation, highly developed analytical skills, and strong cross-functional communication abilities.
