Job DescriptionJob PurposeProvide strategic leadership and oversight for the planning, design, execution, and maintenance of Authority buildings, facilities, and infrastructure across Dubai. Drive operational excellence, ensure compliance with RTA standards, and embed innovation, sustainability, and intelligent systems into departmental initiatives.Roles And ResponsibilitiesStrategy Lead the development and implementation of strategic plans and KPIs, ensuring projects and initiatives align with the Authority's objectives and future directions. Review and endorse strategic plans for modernizing commercial and investment areas across all Authority-owned buildings. Strategically guide horizon scanning efforts to identify emerging trends in infrastructure, technology, and sustainability, incorporating global best practices. Direct feasibility studies and impact assessments for projects, integrating sustainability, traffic, and environmental considerations. Establish cross-functional programs, budgets, and schedules to enhance efficiency, optimize assets, and align with corporate strategy. Operations Oversee teams and resources, monitoring the execution of projects and programs while endorsing technical and administrative reports to ensure efficiency and quality. Manage project execution from planning and design through completion, ensuring compliance with approved standards, specifications, and schedules. Review and approve contracts and agreements, overseeing the technical prequalification of consultants, vendors, and service providers in compliance with policies and quality standards. Oversee management of departmental assets through the RTA Asset Management System (AMS), ensuring data accuracy and lifecycle optimization. Oversee stakeholder coordination with consultants, contractors, suppliers, and government entities to meet timelines and budgets. Direct performance management processes, ensuring training needs are identified, orientation programs delivered, and corrective actions taken. Product / Process Improvement Drive the adoption of green building design, smart building technologies, and intelligent infrastructure integration to meet net zero and sustainability goals. Promote innovation, AI/ML-driven simulations, and predictive maintenance technologies to improve service delivery and resource efficiency. Lead continuous improvement of project governance, technical reporting, and data analysis practices to support evidence-based decision-making. Oversee the modernization of commercial and investment spaces across Authority buildings to enhance utilization, efficiency, and revenue generation. Physical Working Conditions Conduct periodic site visits to project locations, facilities, and infrastructure sites to oversee execution, assess compliance, and engage with stakeholders directly.
