HSE Engineer Work Location: Dammam, Saudi ArabiaJob Responsibilities:- Take overall responsibility for on-site Health, Safety and Environment (HSE) management. Develop and implement project HSE plans, safety regulations, and emergency response plans in strict accordance with local Saudi standards and codes.- Organize mandatory pre-entry safety induction, professional safety training, and regular emergency drills. These cover working at height, crane lifting operations, hot work, temporary power utilization, confined space operation, and deep foundation pit construction. Ensure full safety disclosure and certified operation of all on-site staff.- Conduct daily comprehensive site patrols to identify potential safety hazards in a timely manner. Issue hazard rectification notices, track the rectification process, and manage closed-loop safety procedures. Establish complete safety ledgers, focusing on risk control and supervision of high-risk construction procedures such as high-altitude operation, hoisting operation, deep foundation pit construction, temporary electricity use, and mechanical operation.- Supervise the construction behaviors of subcontractors, suppliers, and third-party personnel to ensure full compliance with Saudi local safety specifications and project HSE management requirements. Audit and verify the HSE construction plans, qualification certificates, and staff training records of all subcontractors.- Take charge of on-site occupational health management and medical support. Strictly implement PPE wearing specifications and occupational disease prevention measures. Manage and control high temperature, dust, and noise hazards at the construction site. Standardize the disposal process of construction waste, on-site dust, domestic sewage, and hazardous materials to meet local environmental compliance requirements.- Conduct on-site investigation of safety accidents and near-miss incidents. Analyze root causes of risks, formulate targeted rectification schemes and preventive measures, and complete relevant reports and file archiving. Independently compile HSE daily, weekly, and monthly reports, meeting minutes, and all compliance certification documents.- Actively liaise and communicate with the Saudi Ministry of Labor, municipal government, and relevant regulatory authorities. Ensure all project construction activities fully comply with Saudi Building Code (SBC), industrial specifications, and local environmental protection laws and regulations. Complete relevant approval and filing work.- Promote the construction of on-site safety culture. Organize safety assessment, safety publicity, and special HSE promotion activities continuously. Iterate and optimize the project HSE management system to reduce construction risks.Job Requirements:- Bachelor’s degree or above in Safety Engineering, Environmental Engineering, Civil Engineering, Construction Engineering, or other related engineering majors.- At least 3 years of formal HSE management working experience in infrastructure, building construction, or municipal engineering projects. Candidates with Saudi Arabia or Middle East on-site construction experience are highly preferred.- Priority will be given to candidates holding Saudi government-approved safety certificates, OSHA, NEBOSH, ISO45001, and other authoritative safety certification qualifications. Familiarity with Saudi Building Code (SBC) and local project safety approval and filing processes is required.- Proficient in Microsoft Office software. Possess outstanding risk identification ability, on-site execution, and cross-department communication and coordination capabilities. Able to be stationed at the Dammam construction site for long-term on-site work.- Fluent in English (used as the daily working language). Arabic proficiency is a bonus. Strong sense of responsibility and pressure resistance, capable of independently judging and handling various on-site safety emergencies and abnormal situations.
