Role purpose
Managing the Revenue Monitoring Section and overseeing the monitoring of the Ajman Government’s public revenues, while ensuring the effectiveness and efficiency of actual revenue collection processes to achieve financial sustainability and full compliance with applicable accounting standards and financial laws.
Specialized tasks
Overseeing the follow-up with government entities regarding the collection of their revenues and outstanding receivables; approving the annual plan for monitoring public revenues; and assigning tasks to department staff.
Reviewing periodic reports analyzing variances between actual and planned financial performance; and approving proposals and recommendations that facilitate the collection of outstanding receivables and overdue debts.
Overseeing the monitoring and collection of Ajman Government revenues derived from taxes and concessions.
Overseeing the development of appropriate standards and models for reliably measuring and forecasting revenues across short, medium, and long-term horizons; and reviewing and approving statistical models prepared by the consultant and the work team.
Oversee the development and updating of a unified manual for coding and classifying assets, materials, and services, and approve proposed updates.
Manage the process of publishing approved government service activities on the Government Fees Portal.
Oversee the preparation of periodic reports on public revenues, review the consolidated government revenue report, and approve appropriate recommendations for its enhancement.
Oversee the receipt and approval of invoices from Smart Payment Portal partners—verifying their accuracy—and forward them to the Financial Services Department for payment.
Oversee the safekeeping and monitoring of bank guarantees related to agreements and contracts executed by the Department with Smart Payment Gateway partners.
Supervise the daily and periodic tasks and operations of the gateway; ensure the accuracy of fund transfers to entities linked to the gateway and the validity of reconciliations between amounts collected from customers via various methods, amounts recorded in the gateway system, and amounts deposited into bank accounts; and investigate and resolve any discrepancies.
General duties
Review and approve the department’s operational framework, ensuring it is documented and periodically updated in coordination with the relevant organizational unit within the department.
Evaluate department staff performance to assess competencies and motivate them to enhance individual performance.
Establish SMART performance indicators for the department’s operational activities and set targets aligned with the department’s strategic goals.
Review and approve the annual leave plan for staff, ensuring the continued, high-quality execution of the department’s operational activities.
Prepare the department’s SWOT analysis document.
Review and approve operational goals for department staff, ensuring alignment with the department’s operational goals and the division’s strategic objectives.
Review and approve the staff training plan, ensuring alignment with actual needs and the results of individual performance plan assessments.
Review and approve the department’s Business Impact Analysis (BIA) and Business Continuity Plan (BCP).
Prepare and periodically update the department’s risk register; ensure appropriate risk responses are established and monitor their implementation.
Perform any other tasks assigned within the scope of the role.
