This role requires a Bachelor's Degree in Engineering and a minimum of 8 years of relevant experience in power generation/project delivery, with significant project management responsibility. Must have direct project manager experience, strong experience delivering large-scale CCGT power generation projects (500MW+ preferred), and mandatory GCC power generation project experience. Experience within an EPC Contractor environment and IPP/IWPP/Project Company environment is also crucial. Strong understanding of project schedules, budgets, HSE, risk, technical deviations, claims, and contractor performance is essential.

Terracotta Outsourcing is currently recruiting on behalf of a leading power and utilities organization in Abu Dhabi for an experienced Project Manager – Power Generation / CCGT to support the development and delivery of major power generation projects across the GCC.The Profile We're Looking ForThis position requires more than general energy or engineering experience. We are specifically looking for a hands-on Power Generation Project Manager who has directly managed the construction and delivery of major CCGT projects within the GCC.Position: Project Manager – Power Generation / CCGTLocation: Abu Dhabi, UAEContract: Minimum 1 year, with potential for extensionWork Environment:Primarily HQ-based with frequent travel to sites in Abu Dhabi in remote locationsKey ResponsibilitiesManage the development and execution of approximately 2–3 power generation projects simultaneously, ensuring delivery against approved scope, schedule, budget, quality, and HSE requirementsOversee the performance of Project Companies and EPC Contractors throughout the project construction and delivery phasesMonitor project schedules, milestones, CAPEX/OPEX, expenditure, forecasts, risks, and deviations against approved project plansReview project progress reports and identify potential schedule, cost, technical, contractual, and delivery risksCoordinate with Technical teams to manage significant technical deviations and ensure timely resolutionWork closely with Asset Management and Project Companies to address project deviations and challenges affecting EPC executionMonitor contractual and commercial matters, including claims, Variation Orders, Extensions of Time, Force Majeure events, and other project delivery issuesSupport the assessment of project economics, cash flows, sensitivities, and alternative execution scenarios where requiredMaintain close coordination with O&M teams to ensure appropriate transition from construction into operationsEnsure project delivery complies with applicable HSE standards, contractual requirements, SLAs, and regulatory requirementsSupport Business Development during bidding and development phases by providing project delivery and execution inputMaintain strong working relationships with EPC contractors, Project Companies, equipment suppliers, offtakers, consultants, and other strategic stakeholdersIdentify opportunities to optimize project cost, schedule, resources, and overall delivery performanceConduct regular site visits and provide hands-on project management support where requiredCapture and share project management best practices and lessons learned across the wider project portfolioQualifications & ExperienceBachelor's Degree in Engineering – mandatoryMinimum 8+ years of relevant experience within power generation/project delivery, with significant project management responsibilityMust have held an actual Project Manager or equivalent project leadership position, with at least 1–2 years of direct project management ownershipStrong experience delivering large-scale Combined Cycle Gas Turbine (CCGT/CCPP) power generation projects – mandatoryExperience with CCGT projects of approximately 500 MW or larger is strongly preferredGCC power generation project experience – mandatoryDemonstrated project construction and delivery experience within an EPC Contractor environmentStrong experience or exposure within an IPP/IWPP or Project Company environmentStrong understanding of PPP project structures and the relationships between developers, Project Companies, EPC Contractors, offtakers, and other stakeholdersExperience managing projects during the construction/execution phase, rather than exclusively engineering, design, or project controlsStrong understanding of project schedules, budgets, CAPEX/OPEX, HSE, risk, technical deviations, claims, and contractor performanceExposure to Variation Orders, Extension of Time (EOT), Force Majeure, and project claims is highly advantageousExperience coordinating with technical, commercial, Asset Management, O&M, and business teamsStrong written and verbal English communication skillsWillingness to undertake project/site travel across the GCC as requiredPreferred Experience10+ years of project management experience across major power generation projectsMaster's Degree in Engineering, Project Management, or a related disciplineExperience across multiple large-scale CCGT/CCPP projectsDual experience working on both the EPC Contractor and IPP/IWPP/Project Company sidesExposure to cogeneration and/or desalination projectsPrevious project experience in the UAE and Saudi ArabiaStrong knowledge of major Middle East power generation EPC contractors, equipment suppliers, Project Companies, and offtakersExperience managing several projects or workstreams concurrently within a regional power generation portfolioThe strongest profile will combine:Engineering + CCGT 500MW+ + GCC project delivery + EPC Contractor experience + IPP/IWPP/Project Company exposure + PPP understanding + direct Project Manager experience.If you have a strong track record delivering major CCGT power generation projects and are looking to take ownership of complex projects across the GCC, we would like to hear from you.
