Requirements
The Project Procurement Manager will manage end-to-end procurement for construction and infrastructure projects, ensuring compliance with budgets and governance. Responsibilities include developing procurement plans, issuing RFIs/RFQs/RFPs, evaluating bids, negotiating contracts, and maintaining audit-ready files. The role requires close liaison with Project Development and Finance teams for reporting and alignment.
Description
To manage end-to-end procurement activities for construction and infrastructure projects, ensuring compliant, competitive, and timely sourcing of works, goods, and services in alignment with project budgets, and the organization's governance framework.Procurement Planning & ExecutionDevelop procurement plans aligned with project programs; issue RFIs, RFQs, and RFPs; evaluate bids and prepare detailed bid evaluations; negotiate commercial terms (contracting); raise purchase orders and work closely with the contract manager until handed over.Compliance & GovernanceEnsure all procurement activities comply with the Delegation of Authority (DoA), internal procurement policies, and applicable UAE regulations; prepare stage-gate submissions and obtain required approvals; maintain complete audit-ready procurement files.Reporting & Stakeholder CoordinationProvide regular procurement status reports to the Senior/Head of Project Procurement; liaise closely with the Project Development and Finance teams to align procurement timelines with project programs and CAPEX budgets.Educational QualificationsBachelor's degree in Quantity Surveying, Civil Engineering, Construction Management, Procurement & Supply Chain, or a closely related discipline. Master's degree is an advantage.Professional QualificationsMCIPS (Chartered Institute of Procurement & Supply) – full or working towards membership. MRICS (Royal Institution of Chartered Surveyors) or equivalent QS qualification is highly advantageous. Familiarity with FIDIC contract suites.
