General Purpose of the Role:Apply standard operating procedures in accordance with company policy to ensure efficient, accurate, timely, and cost-effective operations within the district at the highest quality standards. This involves monitoring and supervising direct and indirect subordinates as well as supporting departments, while continuously developing methods to achieve maximum customer satisfaction in alignment with strategic company goals.Key Responsibilities & TasksMonitor, implement, and administratively/operationally review district plans to carry out decisions and recommendations in compliance with district needs and company strategy.Supervise the activities of service departments within the district, assessing their performance to ensure city-wide standards are met and customer satisfaction is maximized.Conduct daily inspection tours across the district, identifying violations or defects, and coordinating with relevant departments to initiate necessary legal actions to safeguard the architectural theme.Maintain rigorous inspection routines, log any violations, and submit a weekly zone-by-zone inspection schedule to maintain comprehensive district data and resolve customer service reports efficiently.Detect unauthorized facade modifications or structural/architectural works, verifying valid technical approvals to enforce community residential regulations.Oversee legal actions against unauthorized conversions of residential units into commercial or administrative spaces, ensuring strict follow-up until violations are fully rectified.Deliver target outcomes outlined in the master plan provided by the Head of the City Authority, submitting periodic MBO reports tied directly to Key Performance Indicators (KPIs).Partner with the Security Department to maintain public order and protect private property, ensuring strict compliance with rules regarding non-authorized day laborers in open residential areas.Analyze recurring issues identified in CRM reports that affect city utilities or facilities, developing sustainable solutions alongside specialized departments to prevent recurrence.Devise advanced strategies to enhance district efficiency and present cost-saving proposals/recommendations to Senior Management.Assess and recommend human and financial resource requirements to maintain district standards for inclusion in the general budget prepared by Senior Management.Actively contribute to cost containment across district operations by ensuring optimal utilization of tools, equipment, and resources to achieve expected ROI on expenditures.Coordinate with external entities (e.g., Alexandria for Energy, Landscaping contractors), review contract execution, verify/approve financial invoices, and consult with agricultural experts to elevate service standards.Ensure unit owners adhere to internal residential bylaws set by the developer, protecting the city's overall aesthetic, architectural integrity, and structural safety.Engage directly with residents and owners to resolve complaints or feedback, striving for the highest levels of customer satisfaction.Monitor the operational effectiveness of all service units within the district, coordinating resolution of any service delivery issues facing residents.Job Requirements:Education: Bachelor's Degree in a relevant field (Engineering, Business Administration, or equivalent).Experience: Extensive management experience (Senior/General Manager level) in Facility Management, Operations, or Real Estate Development/Compound Management.Core Competencies & Skills:Deep knowledge of compound operations, maintenance management, and vendor/contractor oversight.Strong understanding of architectural compliance, local housing bylaws, and property usage enforcement.Experience in preparing, monitoring, and rationalizing departmental budgets, as well as reviewing contractor invoices and ROI.Ability to lead, evaluate, and direct large teams of direct and indirect subordinates.Proficiency in handling high-level resident relations, CRM reporting, and resolving complex customer complaints.Capability to align operational goals with corporate strategy, analyze performance metrics (KPIs/MBOs), and present cost-saving recommendations to Senior Management.
