Job Description
We are seeking a construction workforce / human capital development expert to support the design, detailing, and implementation planning of workforce initiatives for the construction sector in the GCC. The expert will validate sector findings, identify root causes behind workforce challenges, assess existing national initiatives, and translate proposed solutions into implementation-ready programs with clear processes, governance, KPIs, and handover roadmaps for relevant government entities.
The ideal candidate brings deep construction-sector workforce expertise, strong understanding of Saudi labor and skills systems, and proven experience shaping large-scale workforce nationalization, mobilization, and competency-verification programs.
What you'll do
Validate construction workforce findings and diagnose root causes behind labor shortages, mobilization gaps, and skills mismatches
Assess existing government and private-sector workforce initiatives to identify gaps and improvement opportunities
Design implementation-ready workforce programs including workflows, governance, KPIs, and rollout roadmaps
Develop competency frameworks, certification pathways, and skills-verification mechanisms for construction job families
Support GCC nationalization strategies including talent attraction, retention, and career-path development
Coordinate with government entities (MHRSD, HRDF, TVTC, Qiwa, Nitaqat, Tawteen, SVP)
Provide expert advisory on contractor workforce planning, mobilization, and human-capital development
Prepare documentation, presentations, and handover packages for government owners
Requirements

10+ years of experience in construction workforce, human capital, or labor mobilization
GCC experience (strongly preferred)
