Requirements
Bachelor's degree in Engineering or Construction Management is required, with a Master's degree preferred. Experience in preconstruction, procurement, and tender management is essential, as are strong contract, contractor, and stakeholder management skills, along with analytical, problem-solving, and risk management abilities.
Description
We are seeking a Manager – Pre-construction Management to coordinate preconstruction activities across assigned projects, including procurement, tendering, contractor evaluation, cost planning, risk management, and project readiness. The role will work closely with Engineering, Project Management, Commercial, Procurement, Finance, Legal, consultants, and contractors to ensure projects are fully developed, de-risked, and ready for execution.KEY ACCOUNTABILITIES:Manage day-to-day preconstruction activities for assigned projects.Develop and maintain preconstruction schedules and milestone plans.Coordinate design, engineering, procurement, commercial, and delivery teams.Monitor project readiness and identify potential gaps.Support procurement strategy and planning.Prepare PQQs, RFPs, ITTs, tender packages, and bid documents.Manage bidder queries, clarifications, site visits, and communications.Coordinate technical and commercial tender evaluations.Maintain procurement trackers and governance compliance.Manage prequalification of contractors, consultants, and vendors.Review contractor methodologies, programmes, staffing, and resources.Compare proposals and prepare evaluation reports and recommendations.Maintain risk registers and identify technical, commercial, procurement, and schedule risks.Develop mitigation actions, track risk closure, and escalate critical issues.QUALIFICATIONS & COMPETENCIES:Bachelor's degree in Engineering or Construction Management; Master's preferred.10+ years of experience in preconstruction, planning, scheduling, and construction.Strong knowledge of construction methodologies and sequencing.Experience in preconstruction, procurement, and tender management.Strong contract, contractor, and stakeholder management skills.Strong analytical, problem-solving, and risk management abilities.Ability to manage multiple projects and perform effectively under pressure.Strong technical, client management, and team leadership skills.
