Job SummaryThe Talent Acquisition Specialist is responsible for managing the full recruitment lifecycle to attract, assess, and hire qualified talent across various functions. The role requires strong expertise in candidate sourcing through LinkedIn, job portals, professional networks, and other innovative recruitment channels. The incumbent will partner with hiring managers to understand workforce requirements, identify high-caliber candidates, and ensure a seamless recruitment experience.The ideal candidate will possess solid experience in end-to-end recruitment and a working knowledge of Abu Dhabi Government recruitment procedures, policies, guidelines, and employment regulations.Key ResponsibilitiesRecruitment & SelectionManage the end-to-end recruitment process from manpower requisition to candidate onboarding.Collaborate with hiring managers to understand hiring needs, job requirements, and workforce plans.Develop job descriptions and recruitment strategies to attract suitable candidates.Coordinate interviews, assessments, and selection activities.Prepare recruitment recommendations and hiring documentation.Ensure timely closure of vacancies while maintaining recruitment quality standards.Talent SourcingUtilize LinkedIn Recruiter, professional networking platforms, job portals, databases, and social media channels to identify and attract qualified candidates.Build and maintain talent pipelines for critical and future positions.Conduct proactive market mapping and candidate research.Apply advanced sourcing techniques, Boolean searches, and headhunting methodologies.Engage passive candidates and maintain strong candidate relationships.Stakeholder ManagementAct as the primary point of contact for hiring managers throughout the recruitment process.Provide regular updates on recruitment progress, talent market trends, and sourcing activities.Support workforce planning initiatives and recruitment campaigns.Candidate ExperienceEnsure a positive and professional candidate experience throughout the recruitment journey.Maintain timely communication with candidates regarding application status and next steps.Coordinate offer management and pre-employment activities.Compliance & GovernanceSupport compliance with Abu Dhabi Government recruitment procedures, policies, and guidelines.Ensure recruitment activities comply with applicable HR regulations and organizational policies.Maintain accurate recruitment records, reports, and documentation.Support audits and provide recruitment-related data when required.Reporting & AnalyticsTrack recruitment metrics such as time-to-fill, source effectiveness, and hiring outcomes.Generate recruitment reports and dashboards.Recommend process improvements to enhance recruitment effectiveness and efficiency.QualificationsEducationBachelor's Degree in Human Resources, Business Administration, Public Administration, or a related discipline.Experience3-5 years of experience in Talent Acquisition, Recruitment.Proven experience in managing the full recruitment lifecycle.Demonstrated experience sourcing candidates through LinkedIn, job portals, databases, and professional networks.Experience working within government, semi-government, or large corporate environments is preferred.Basic knowledge of Abu Dhabi Government recruitment procedures, policies, and guidelines is desirable.Required SkillsStrong candidate sourcing and talent mapping skills.Proficiency in LinkedIn Recruiter and major job portals.Experience using Applicant Tracking Systems (ATS) and HR systems.Knowledge of competency-based interviewing techniques.Strong reporting and data analysis skills.Good knowledge of Microsoft Office applications.Familiarity with the Abu Dhabi Government HR framework and recruitment governance.Ability to manage multiple vacancies simultaneously in a fast-paced environment.Strong networking capabilities and market intelligence skills.Bilingual proficiency in Arabic and English is mandatory.
