Role Purpose Under the global leadership of the Multi-Country Office Director, and under the direct supervision of the Partnerships and Communication Team Lead, The Partnerships Analyst will support and contribute to the development of new projects, partnership development, resource mobilization and the strategic positioning of UNOPS across the Multi-Country Office countries. The incumbent will play an active role in identifying and developing business opportunities, cultivating relationships with partners and donors, advancing the resource mobilization pipeline, and supporting the Office's strategic positioning with key stakeholders.Functions / Key Results Expected Project Development and Positioning of UNOPSIdentify and assess potential project and business opportunities aligned with UNOPS mandate, strategic priorities and areas of comparative advantage. Analyse development priorities, government programmes, donor strategies, investment priorities and emerging needs to identify opportunities for UNOPS engagement and positioning. Lead, as assigned, the development of expressions of interest, concept notes, capacity statements, proposals, logical frameworks and other project development documents for prospective engagements. Coordinate with internal teams and prospective partners to clarify project requirements, develop project concepts and formulate initial project requests. Develop high-level estimates of project scope, effort and costs and consolidate the technical, financial and contextual information required for project development. Contribute to the positioning of UNOPS as an implementation partner by articulating relevant UNOPS capabilities, operational experience and project management expertise in response to partner priorities. Prepare substantive partner profiles, opportunity assessments, background analyses, briefing notes, talking points and presentations for project development discussions, strategic meetings and missions. Participate in discussions with prospective partners and stakeholders and ensure systematic follow-up of opportunities, commitments and agreed next steps. Maintain and analyse information on prospective projects, opportunities and partner intelligence to support the development and prioritization of the project pipeline. Partnerships and Resource MobilizationIdentify, map and assess funding and partnership opportunities with governments, UN entities, bilateral and multilateral donors, international financial institutions, multilateral development banks, foundations, NGOs, civil society and the private sector. Contribute substantively to the implementation of the Multi-Country Office's partnership and resource mobilization priorities, including the identification, qualification and advancement of opportunities through the pipeline. Develop and maintain a structured overview of key partners, donor priorities, funding cycles, funding mechanisms, partnership modalities and emerging funding opportunities. Build and maintain effective working relationships with existing and prospective partners and support targeted engagement based on identified opportunities and shared priorities. Prepare and coordinate substantive inputs for donor and partner meetings, strategic missions, consultations and other resource mobilization activities. Coordinate the development and follow-up of partnership opportunities from initial identification through project formulation and, where relevant, engagement approval. Support the negotiation and refinement of project and partnership documentation within the scope of the role and in coordination with relevant internal stakeholders. Coordinate the preparation and consolidation of project documentation, budgets, legal agreements and other information required for the development and review of new engagements. Contribute to the quality assurance of new engagements by reviewing the completeness, consistency and quality of information and facilitating the required internal reviews, clearances and approvals. Monitor and analyse the resource mobilization pipeline, identify bottlenecks and opportunities, and provide regular updates and recommendations to the Partnerships and Communication Team Lead. Strategic Planning and PositioningContribute to the development and implementation of the Multi-Country Office's strategic positioning, partnership and resource mobilization priorities. Undertake analysis of development trends, government priorities, donor strategies, financing landscapes and socio-economic developments in countries covered by the Office to identify strategic opportunities for UNOPS. Contribute to the development, implementation and monitoring of strategic and country action plans, including through coordination with relevant project offices and internal teams. Identify emerging sectors, financing priorities, market trends and potential partnerships that could strengthen UNOPS positioning and contribute to the development of a sustainable project pipeline. Prepare analytical and strategic inputs, including market intelligence, opportunity assessments, partner mapping, briefing notes and presentations, to inform management decisions and external engagements. Support the preparation and implementation of strategic missions and high-level stakeholder engagements, including coordination of follow-up actions. Facilitate internal coordination and information sharing on strategic positioning, partnership opportunities and resource mobilization priorities. Contribute to the identification of lessons learned, good practices and opportunities to strengthen the Office's approach to partnerships and resource mobilization. Communication and Knowledge ManagementProvide targeted communication and knowledge-management support to partnership, resource mobilization and project development activities, with a focus on strengthening UNOPS positioning and demonstrating its value to current and prospective partners. Contribute to the visibility and positioning of UNOPS through selected events, publications, digital platforms and other outreach activities, in coordination with the designated Communication Officer. Support knowledge management related to partnerships and resource mobilization by maintaining relevant information, documenting engagement outcomes and facilitating the sharing of lessons learned and good practices. Support the preparation of concise, action-oriented meeting minutes, summaries and follow-up trackers for strategic partnership, donor and project development discussions.Other ResponsibilitiesEnsure that relevant partnership, project development and resource mobilization information is accurately maintained in UNOPS systems, databases and repositories. Contribute to internal reporting on partnership development, resource mobilization, project pipeline and strategic positioning. Provide coordination and substantive support to cross-functional initiatives related to partnerships, resource mobilization and project development.
