Key accountabilities and responsibilities: Develop the contractual requirements relating to cost control & estimation, invoicing of payment & variations to be stipulated in the agreements (FEED, PMC, EPC etc.) and incorporate them into the tender documents/agreement. Evaluate the technical bids (PMC, FEED and EPC) to ascertain compliance to the specified requirements and provide clarifications to the bidders for the same. Prepare relevant portion of the technical evaluation report and finalize the relevant portion of the contract documents after incorporating all bulletins issued and clarifications received during the tender stage. Evaluate variation requests/claims by contractors and make in-depth analysis of all cost related submittals from consultants and prepare counters estimates taking into consideration contractual schedule of unit rates for variation and make appropriate recommendations to management for approval. Prepare AFE/AFOU for all ongoing projects for management approval. Coordinate with the project control managers of all project management consultants (PMC), to ensure adherence to the project control procedures and other requirements throughout the project duration to achieve successful project implementation.
