Role purpose
The HR manager will lead the HR function at GSS Tech Group, overseeing the HR team and owning policy, compliance, employee relations, and workforce planning across internal staff and client-deployed resources. This role is UAE-national-mandatory.
Key responsibilities
Team leadership
Manage, coach, and develop the HR team.
Set objectives, conduct performance reviews, and build capability within the team.
Compliance & government relations (oversight)
Oversee UAE Labour Law, WPS, and Free Zone regulatory compliance; visa and government relations.
Own Emiratisation strategy and quota performance.
Review and approve visa/labour documentation before submission.
Monitor regulatory changes and update internal policy accordingly.
Policy making & governance
Design, draft, and own all internal GSS HR policies (leave, conduct, remote work, disciplinary, performance).
Review and update policies in line with UAE Labour Law changes and business needs.
Ensure consistent policy application across all internal departments.
Employee lifecycle management
Own onboarding framework and policy.
Manage employment contracts, probation reviews, and confirmation processes.
Oversee performance management cycles: goal-setting, mid-year and annual reviews.
Handle employee relations cases: grievances, disciplinary actions, investigations, terminations.
India ODC & payroll management
Manage HR operations for the India Offshore Development Center (ODC), including local compliance and coordination with India-based teams.
Own India payroll processing and compliance.
Serve as the HR liaison between UAE leadership and India ODC operations.
HR operations & systems
Maintain HRIS accuracy across headcount, compensation, and leave records.
Oversee payroll coordination with Finance, ensuring WPS compliance.
Own leave management, timesheet governance, and attendance policy.
Generate leadership reporting: headcount, attrition, cost-per-hire, Emiratisation %, turnover by account.
Workforce planning & business partnering
Partner with TA Delivery on headcount forecasting and budget planning.
Support account-level workforce restructuring and resource cost management.
Advise business leaders on org design and internal mobility.
Culture & policy
Own employee handbook and HR policy documentation.
Design and roll out engagement initiatives and employee connect sessions.
Requirements
Bachelor's degree in HR, Business Administration, or related field
8 years of progressive HR experience, ideally in IT services, staffing, or managed/professional services
Proven people management experience
Strong knowledge of UAE Labour Law, MOHRE systems, and Nafis
Working knowledge of India payroll and statutory compliance preferred
Fluent Arabic and English
