Job purpose The Lead Civil Engineer is responsible for the technical assurance and compliance of the contractor to the company’s specific discipline scope, specifications, respective governing codes and standards, and industry best practices. Roles and responsibilities include reviews and approvals of discipline-related documentation (secure technical authority approval for Class 1 documents), participation in discipline progress meetings with contractor counterpart, planned design review sessions, review and resolution of discipline-specific technical queries, verification of discipline-specific concession requests (as applicable), and providing input (approval or rejection) with justification. Support procurement activities and relevant document reviews and approvals, vendor document review, physical inspection as required. Support construction and commissioning activities by involvement in respective discipline inspections and punch listing activities as applicable for release of respective certifications (DAC/MC, etc.). Verification of final discipline-specific documentation and database at handover and confirm completeness and correctness. PMC and ADNOC experiences are preferable. Responsibilities Champion the project safety culture, behaviors and engagement activities. Identify, evaluate, and resolve project management issues during the early work phase and FEED phases of the project. Identify, evaluate, and resolve electrical engineering issues. Act on behalf of and as authorized by owner, on all matters with respect to the EPC/FEED contractor and coordinate project activities. Review and approve within the specified approval durations, the contractor key deliverables and other works within the electrical discipline, ensuring compliance with design requirements which involves the interpretation and review of calculations, specifications, plans, investigations, surveys, structures, system or equipment with relatively few complex features. Attend regular or as needed meetings at EPC/FEED contractor’s engineering offices and construction site offices to discuss the progress of EPC/FEED contractor’s engineering, procurement and construction activities. Review and approve the following contractor’s deliverables. Review and approve key design documents from vendors, equipment manufacturers or subcontractors and prepare comments and recommendations incorporating any comments received from the owner. Attend technical meetings with owner, licensor, contractor and vendors. Attend all project technical sessions by the contractor such as design review meetings, 3D model review meeting, constructability, SIL, EIA, HAZOP and HAZID etc. Ensure that the project quality procedures are established, maintained and implemented by the EPC/FEED contractor. Ensure quality and accuracy of contractor’s engineering design activities, system integration, and design selection. Supervise and manage the review and approval of contractor’s work, ensuring compliance with owner and project specifications, relevant codes and standards, and industry best practices. Coordinate the required engineering participation in the development and analysis of various design options and business models. Contribute input and expertise in the development and analysis of various design options and business models to ensure design optimization and validation for the owner. Coordinate other discipline engineers’ participation in layout reviews, design reviews, and technical workshops. Provide technical assistance and coordination with other discipline engineers. Coordinate auditing activities of the EPC/FEED contractor and ensure that the recommendations for improvement are implemented. Manage and coordinate interface activities between the EPC/FEED contractor, owner as well as with outside third parties. Coordinate technical reviews and analysis during vendor prequalification, bid evaluation, and performance evaluation. Coordinate the review of technical bid submissions and perform technical bid analysis. Qualifications and experience A bachelor’s degree in a relevant engineering discipline or equivalent from an accredited university, with a minimum of fifteen (15+) years of relevant experience in the oil and gas or petrochemical industry, including a minimum of five (5) years (preferred) in the GCC region. Must have at least five (5) years of experience in a similar position on major oil and gas or petrochemical projects, managing a team of specialists, senior engineers, and engineers. Offshore project experience is required. Experience with ADNOC projects is preferred. Proven experience in FEED and EPC projects, preferably involving major offshore developments.
