The Senior Infrastructure / Roads / Underground Services Engineer will assist the Project Manager and/or Resident Engineer in administering the operational functions of the day-to-day infrastructure, road, drainage, and underground utility activities on the project. The role will include reviewing design submissions, shop drawings, method statements, material submittals, RFIs, technical queries, and construction activities to ensure compliance with approved drawings, specifications, contract requirements, applicable standards, and authority requirements.The Senior Infrastructure / Roads / Underground Services Engineer will coordinate multidisciplinary reviews and site inspections covering roads, pavements, grading, drainage, and underground utility networks. The role will support resolution of non-conformances and technical issues, coordinate with clients, stakeholders, contractors, and utility authorities, and monitor compliance with project quality, HSE, programme, and KPI requirements.Responsibilities Assist the Package Lead in performing the construction duties on site. Lead and coordinate technical reviews and construction supervision activities for roads, civil infrastructure, drainage, and underground services. Review infrastructure design submissions, shop drawings, method statements, material submittals, RFIs, and technical queries. Review geometric road design, pavement design and rehabilitation, internal road networks, access roads, road cross-sections, grading, traffic management, and road safety requirements. Review and coordinate potable water, fire water, sewerage, foul drainage, stormwater, irrigation, electrical duct bank, cable corridor, and telecommunications networks. Review utility corridors, service crossings, utility diversions, and interfaces with existing and proposed infrastructure. Review site grading, earthworks, surface-water management, and flood-mitigation requirements. Coordinate multidisciplinary design reviews, utility interfaces, and clash-resolution activities. Conduct site inspections and verify that construction works comply with approved drawings, specifications, contract requirements, and applicable standards. Review contractor progress records, inspection records, quality documentation, and testing results. Support the identification, resolution, and close-out of Non-Conformance Reports (NCRs) and other technical issues. Liaise with clients, stakeholders, contractors, and relevant utility authorities regarding technical requirements and approvals. Monitor compliance with project specifications, applicable standards, HSE requirements, and project KPIs. Review as-built drawings, operation and maintenance information, and close-out documentation. Support package management, progress monitoring, and technical reporting. Perform other responsibilities associated with this position as may be appropriate. MME/UPDA registration in Qatar preferred. Professional membership with ICE, ASCE, CIHT, or an equivalent professional institution is desirable. Minimum 12 years of overall experience in civil and infrastructure engineering. Minimum 5 years of experience in the design, review, construction supervision, or PMC delivery of infrastructure projects. Proven experience in roads and highways design, utility corridor planning, underground services coordination, drainage and stormwater systems, and infrastructure development projects. Experience in Qatar or GCC projects is strongly preferred. Strong knowledge of Qatar Construction Specifications, Ashghal infrastructure design requirements, Kahramaa requirements, and applicable international road and utility standards. Proficiency in AutoCAD and Civil 3D; experience with MicroStation, InfraWorks, BIM/Revit coordination, and Microsoft Office is preferred. Strong technical review, analytical, communication, leadership, stakeholder-management, and technical report-writing skills. Ability to lead multidisciplinary reviews and work effectively in a PMC environment.
