Job purpose
The commissioning manager is responsible for planning, coordinating, managing, and executing all commissioning, start-up, commissioning assurance, system completion, handover, and operational readiness activities associated with the offshore project. The role ensures the safe, efficient, and successful transition of facilities from construction completion through commissioning, start-up, performance testing, and handover to ADNOC Offshore Operations.
The commissioning manager shall provide leadership to multidisciplinary commissioning teams while ensuring compliance with ADNOC standards, project specifications, HSE requirements, and international industry best practices.
Key responsibilities
Commissioning leadership & management
Lead the overall commissioning strategy for the project.
Establish commissioning philosophy, procedures, and plans aligned with ADNOC requirements.
Manage the commissioning team, discipline leads, vendors, and specialist contractors.
Ensure effective coordination between engineering, procurement, construction, commissioning, and operations teams.
Drive safe and timely system completion and project handover activities.
Commissioning planning & execution
Develop and maintain commissioning execution plans (CEP).
Review engineering deliverables to ensure commissioning requirements are incorporated.
Establish commissioning schedules integrated with project construction milestones.
Define system boundaries, sub-system completion, and turnover sequences.
Monitor commissioning progress and initiate corrective actions where required.
System completion & handover
Implement system completion and mechanical completion processes.
Manage punch listing activities and tracking systems.
Ensure progressive handover and ready-for-start-up (RFSU) requirements are achieved.
Oversee preparation and verification of turnover dossiers.
Ensure smooth transfer of completed systems to operations.
Pre-commissioning activities
Supervise pre-commissioning activities including:
Flushing
Cleaning
Leak testing
Drying
Nitrogen purging
Calibration
Functional testing
Verify completion of pre-commissioning certificates and records. Ensure readiness of utilities and temporary systems required for commissioning.
Commissioning & start-up
Manage commissioning of process systems, utility systems, electrical systems, instrumentation and control systems, safety systems, telecommunications systems, and offshore production facilities.
Lead energization, system testing, and start-up activities.
Coordinate with vendors and package suppliers during equipment commissioning.
Ensure successful plant start-up and stabilization activities.
Operational readiness
Coordinate with ADNOC Offshore Operations for operational readiness and asset acceptance.
Ensure operations personnel participation in commissioning and start-up activities.
Verify procedures, spare parts, maintenance systems, and training requirements are completed.
Support development of operating manuals and commissioning reports.
HSE management
Promote a strong safety culture throughout commissioning and start-up activities.
Ensure compliance with ADNOC HSE policies and project safety requirements.
Lead risk assessments, SIMOPS reviews, and commissioning HAZID/HAZOP close-out actions.
Ensure permit-to-work (PTW) processes are strictly followed.
Manage high-risk activities during energization and hydrocarbon introduction phases.
Vendor & stakeholder coordination
Coordinate commissioning activities with EPC contractors, subcontractors, and equipment vendors.
Interface with ADNOC Offshore, PMC, engineering teams, construction teams, and operations representatives.
Resolve commissioning constraints and interface issues.
Lead regular commissioning progress and readiness meetings.
Performance testing & acceptance
Oversee execution of performance testing and system verification activities.
Ensure contractual guarantees and performance criteria are achieved.
Coordinate final acceptance testing and project close-out activities.
Manage preparation of final commissioning dossiers and handover documentation.
Minimum qualifications
Education
Bachelor's degree in:
Mechanical engineering
Electrical engineering
Instrumentation & control engineering
Chemical engineering
Process engineering
Marine engineering
Other relevant engineering discipline
Preferred: Master's degree in engineering or project management. Professional engineering registration is advantageous.
Experience requirements
Essential:
Minimum 15-20 years of oil & gas industry experience.
Minimum 10 years in commissioning management roles on major offshore projects.
Proven experience in greenfield offshore EPC/EPCI projects.
Demonstrated experience leading commissioning and start-up of offshore production facilities.
Experience with gas processing, compression, utilities, and offshore platforms.
Previous ADNOC Offshore, Saudi Aramco, QatarEnergy, Shell, BP, TotalEnergies, ExxonMobil, or equivalent operator projects preferred.
Project experience
FEED, detailed engineering, construction, commissioning, start-up, and handover phases.
Offshore platforms.
