Tasks and ResponsibilitiesProvide technical support across all software development processes for the Establishment in line with digital best practices and in coordination with all relevant teams.Propose/prepare the policies, methodologies and technical specifications required to manage, plan and develop all systems and software projects, in accordance with approved digital best practices.Design and develop systems and software for the Establishment using the best advanced digital tools and technologies, and work on developing and updating them according to digital business requirements and needs.Study, analyze and assess the requirements of the Establishment's organizational units, and ensure that all their needs for the required software and digital systems are identified and covered in line with the Establishment's digital business needs and requirements, using the best possible digital technologies.Develop the proposals and concepts required to prepare future work plans for the systems and software expected to be built and used within the Establishment, and follow up on their implementation as directed by the direct manager.Coordinate and communicate with the relevant organizational units regarding the implementation of the plans and timelines for designing and developing the required systems and software.Follow up with specialized companies implementing software and systems projects, and verify that the executed projects comply with the required technical specifications and standards.Review the operation and implementation of software and systems designed in-house or prepared by specialized companies, ensure the effectiveness of their digital performance, and submit reports to the direct manager.Conduct the necessary tests on the software and systems in place within the relevant organizational units to evaluate them, and submit technical reports to the direct manager.Propose and define the digital standards and criteria that must be met in developing and updating software and systems, as well as the programming languages and tools used, in line with the Establishment's actual needs.Study and analyze the efficiency and effectiveness of the software and systems in use and the mechanisms, indicators and performance measures required to assess the impact of implementation, identify obstacles, and provide technical solutions and recommendations to achieve the best possible performance levels.Provide support, advice and technical guidance to all concerned parties in the systems development section and to software and system users, and ensure they fully understand the characteristics of these systems and the smooth flow of information and data.Ensure the training and qualification of software and system users and employees to develop their digital capabilities and competencies in performing their assigned duties.Participate in meetings of committees and specialized working groups on software and systems development with all relevant parties, and follow up on the implementation of their recommendations.Prepare periodic reports presenting all completed work and activities, the obstacles and difficulties encountered, and the actions taken to overcome them.Perform any other duties as assigned by the direct manager.
