Must have a minimum of 15 years of total experience, all strictly within the Kingdom of Saudi Arabia (KSA), managing large-scale T&C programs for complex civic, commercial, or infrastructure developments. Professional registration with the Saudi Council of Engineers (SCE) as a Senior / Consultant Engineer is mandatory. Certified Commissioning Professional (CCP), NEBB Certification, or CxA credentials are preferred. Deep authority on Integrated Systems Testing (IST), HVAC TAB, Fire & Life Safety systems, BMS integration, high/medium voltage electrical distribution, and Saudi Civil Defense handover protocols is essential. Professional fluency in English is required, with Arabic proficiency being highly preferred.

Through a commitment to quality and client-centric solutions, the company continues to build enduring partnerships and drive sustainable urban growth throughout the region.About the RoleKEY RESPONSIBILITIES & DUTIEST&C Strategy & Commissioning ManagementDevelop, review, and approve the overall Project Commissioning Plan, sequence of operations, and Integrated Systems Testing (IST) procedures.Lead and manage the site T&C supervision team, coordinating directly with MEP Resident Engineers, direct contractors, third-party commissioning agents (CxA), and client operations teams.Oversee pre-commissioning checks, static testing, dynamic performance testing, and full integrated system simulation tests across all site utilities and civic building systems.Compliance, Safety & Handover GovernanceEnforce strict compliance with Saudi Building Code (SBC), Saudi Electricity Company (SEC), National Water Company (NWC), and Saudi Civil Defense testing requirements.Review and approve all contractor submittals related to T&C method statements, schedule sequences, cause-and-effect matrices, and factory acceptance test (FAT) reports.Witness critical system testing, verify calibration certificates for test equipment, and issue formal Commissioning Completion Certificates.Oversee the complete compile-and-review process for Operation & Maintenance (O&M) manuals, spare parts lists, warranties, and as-built documentation for client handover.Issue Resolution & Performance TrackingMaintain a centralized Commissioning Punch List / Snagging Register, driving contractors to rectify non-conformance items systematically.Chair weekly T&C coordination meetings with contractors and client representatives, resolving technical system interface conflicts on site.Prepare comprehensive executive dashboard reports detailing T&C progress, system bottlenecks, and operational readiness milestones for the Project Director.REQUIRED QUALIFICATIONS & SKILLSEducationBachelor of Science (B.Sc.) in Engineering (Electrical, Mechanical, or Building Services Engineering).Total & KSA ExperienceMinimum 15 years of total experience, all 15 years strictly within the Kingdom of Saudi Arabia (KSA), managing large-scale T&C programs for complex civic, commercial, or infrastructure developments.Professional RegistrationValid registration with the Saudi Council of Engineers (SCE) as a Senior / Consultant Engineer.CertificationsCertified Commissioning Professional (CCP), NEBB Certification, or CxA credentials preferred.Technical ExpertiseDeep authority on Integrated Systems Testing (IST), HVAC TAB, Fire & Life Safety systems, BMS integration, high/medium voltage electrical distribution, and Saudi Civil Defense handover protocols.LanguagesProfessional fluency in English (written and spoken).
