About the Role The Public Services Department is seeking a strategic and experienced HR Department Director to lead the Human Resources function within the Support Services Sector.This role is responsible for setting HR strategy, policy, and direction in alignment with organizational objectives, while ensuring compliance with applicable laws and regulations. The successful candidate will provide leadership to the HR team and help build a fair, engaged, and high-performing workplace.Key ResponsibilitiesDevelop and implement HR strategies and initiatives aligned with the department's corporate strategyDesign and oversee HR policies, procedures, and programs that promote fairness, transparency, and consistencyLead end-to-end recruitment, selection, onboarding, and talent retentionImplement performance management systems and support managers through the evaluation processAdvise on and resolve employee relations matters, including conflict resolution and disciplinary processesOversee compensation, benefits, and employee recognition programsEnsure ongoing compliance with employment laws and regulations; lead internal audits as requiredMaintain accurate, confidential employee records in line with data privacy standardsProduce HR analytics and reporting to inform senior leadership decision-makingQualifications & ExperienceBachelor's degree in human resources, Business Administration, or a related field (required)Minimum of 9 years of progressive HR experience, ideally within a public sector or government environmentProfessional certification such as PHR/SPHR or SHRM-CP/SHRM-SCP is an advantageStrong knowledge of employment law, HR best practices, and HR information systemsProficiency in English and the Microsoft Office Suite
