Requirements
  • Bachelor’s degree/Diploma in Occupational Health & Safety, Engineering, Environmental Science, or a related discipline.

  • Typically 3–7 years of relevant HSE experience for Officer/Senior Officer level, preferably in power, EPC, construction, infrastructure, or industrial projects.

  • NEBOSH International General Certificate or equivalent HSE qualification is preferred.

  • IOSH, OSHA, ISO 45001, or other recognized HSE certifications will be an advantage.

  • Good knowledge of construction and electrical safety requirements.

  • Experience in conducting site inspections, safety audits, risk assessments, toolbox talks, and HSE training.

  • Knowledge of Permit-to-Work, LOTO, work-at-height, lifting operations, excavation, confined spaces, hot work, and emergency response.

  • Basic understanding of incident investigation and root-cause analysis.

  • Experience monitoring subcontractor and workforce HSE compliance.

  • Good knowledge of PPE requirements, emergency procedures, fire safety, first aid, and environmental controls.

  • Familiarity with UAE HSE regulations and client requirements is preferred.

  • Good communication, interpersonal, reporting, and problem-solving skills.

  • Ability to work effectively in a construction site environment and respond to safety issues promptly.

  • Proficiency in MS Office and HSE reporting/documentation systems.

  • UAE/GCC project experience is preferred.

Preferred Experience

  • Experience in HV/EHV substations, power transmission and distribution, utility infrastructure, or major EPC projects.

  • Experience working around electrical equipment, substations, transformers, switchgear, cables, and energized systems.

  • Familiarity with UAE utility/client HSE requirements, including DEWA, TAQA/TRANSCO, or equivalent standards.

  • Experience working with major EPC contractors, consultants, and utility clients.

  • Experience implementing ISO 45001/ISO 14001 management systems.

  • NEBOSH, IOSH, OSHA, First Aid, Fire Safety, or equivalent recognized certifications will be an advantage.

Description
Implement project HSE plans, procedures, policies, and site safety requirements.Conduct regular site inspections to identify unsafe acts, unsafe conditions, hazards, and potential risks.Monitor civil, electrical, MEP, mechanical, lifting, excavation, work-at-height, and other construction activities for HSE compliance.Ensure workers and subcontractors follow approved Risk Assessments, Method Statements, Job Safety Analyses, and safe work procedures.Monitor Permit-to-Work systems, Lockout/Tagout (LOTO), electrical isolation, hot work, confined-space entry, excavation, and work-at-height activities.Ensure appropriate PPE is available and properly used by employees, subcontractors, and visitors.Conduct site HSE inductions, toolbox talks, safety briefings, awareness sessions, and emergency drills.Support implementation of emergency preparedness and response procedures, including fire, medical, evacuation, and rescue arrangements.Inspect firefighting equipment, first-aid facilities, emergency equipment, safety signage, access routes, and emergency exits.Monitor housekeeping, waste management, material storage, site access, traffic management, and general site conditions.Ensure safe handling, storage, labeling, and disposal of hazardous substances and chemicals.Monitor lifting operations, including cranes, lifting equipment, lifting accessories, rigging practices, and compliance with approved lifting plans.Monitor scaffolding, ladders, temporary works, excavation, trenching, and access platforms for safety compliance.Pay particular attention to electrical safety around HV/EHV equipment, temporary electrical installations, cables, and energized systems.Report unsafe conditions and recommend immediate corrective actions to site management.Stop or recommend stopping unsafe work where there is an immediate risk to personnel, equipment, property, or the environment.Record and investigate incidents, near misses, unsafe acts, and unsafe conditions and assist in determining root causes.Prepare incident, near-miss, inspection, and safety observation reports and maintain appropriate records.Track corrective and preventive actions and ensure timely closure of HSE observations and non-conformities.Monitor subcontractor HSE performance and ensure compliance with approved HSE plans and project requirements.Conduct regular safety inspections and participate in internal, client, consultant, and regulatory audits.Maintain HSE records including inspection reports, toolbox talks, training records, incident reports, permits, and corrective action registers.Monitor environmental requirements including waste disposal, spill prevention, dust control, noise, pollution prevention, and housekeeping.Support implementation of ISO 45001 and ISO 14001 requirements where applicable.Monitor compliance with UAE HSE legislation, client standards, project requirements, and applicable international safety standards.Coordinate with Project Managers, Engineers, Supervisors, QA/QC, subcontractors, and workers to resolve HSE issues.Participate in daily coordination meetings, toolbox meetings, HSE meetings, and project safety reviews.Prepare daily, weekly, and monthly HSE reports and maintain safety statistics.Monitor leading and lagging HSE indicators and support achievement of project safety targets.Assist in developing HSE campaigns, safety awareness programs, and behavioral safety initiatives.Conduct safety observations and communicate lessons learned to project teams.Ensure proper availability and use of safety signs, barricades, warning notices, and access controls.Support project management in maintaining a safe working environment and improving overall HSE performance.Provide guidance to workers and supervisors on safe work practices and applicable HSE requirements.Assist in project close-out by ensuring all HSE documentation and compliance requirements are completed.
