Requirements
Proven experience as a Permit Issuer, Permit Receiver, or HSE Site Coordinator in construction, manufacturing, or field operations. Strong understanding of Permit to Work (PTW) systems, Job Safety Analysis (JSA), hazard identification, and site safety protocols. A valid PTW Issuer/Receiver certification is required, with client/Aramco or equivalent industry certification preferred. Must possess strong communication, coordination, and site management skills, with the ability to resolve operational bottlenecks efficiently.

About the CompanyRed Sea International is committed to delivering exceptional services in construction and field operations, ensuring safety and efficiency in all our projects.About the RoleThe Permit Issuer / Receiver is responsible for managing the daily Permit to Work (PTW) process across site and factory operations. This role ensures seamless PTW coordination between the Client HSE team and Field Operations to prevent work delays, enforce safety compliance, minimize site standby time, and maintain safe execution of all site activities.ResponsibilitiesPTW Management & Coordination: Oversee the end-to-end Permit to Work (PTW) lifecycle, including permit issuance, verification, tracking, and formal closure.Client & HSE Liaison: Act as the primary point of contact between Client HSE representatives and Field Operations to coordinate permit approvals smoothly.Site Verification & Safety Control: Conduct pre-work site inspections to verify that all safety precautions, isolation steps, and environmental controls are strictly implemented before issuing or receiving permits.Operational Efficiency: Monitor active permits on-site to eliminate unnecessary delays, minimize equipment and workforce standby time, and facilitate continuous workflow.Compliance & Record Keeping: Ensure all permit documentation, risk assessments, and job safety analyses (JSA) comply with internal policies and client HSE standards; maintain clear permit logs.Toolbox Talks & Briefings: Assist in communicating safe work parameters and permit requirements to field crews prior to commencing high-risk or specialized tasks.Key Performance Indicators (KPIs)Zero lost time due to delayed permit issuance or administrative gaps.100% compliance with Client and Red Sea International HSE regulations.Accurate and timely logging and closure of all issued work permits.QualificationsExperience: Proven experience as a Permit Issuer, Permit Receiver, or HSE Site Coordinator within construction, manufacturing, or field operations.Technical Knowledge: Strong understanding of Permit to Work (PTW) systems, Job Safety Analysis (JSA), hazard identification, and site safety protocols.Certifications: Valid PTW Issuer/Receiver certification (Client/Aramco or equivalent industry certification preferred).Required SkillsStrong communication, coordination, and site management skills; ability to resolve operational bottlenecks efficiently.Preferred SkillsExperience in high-risk environments and familiarity with industry safety standards.Pay range and compensation packageCompetitive salary based on experience and qualifications.Equal Opportunity StatementRed Sea International is an equal opportunity employer.
