Commissioning Preparation & Planning: • Lead the system and subsystem definition for Mechanical (Static & Rotating Equipment), Piping, Pipeline, HVAC and Mechanical Utility systems; define commissioning scope, boundaries and discipline interfaces. • Participate in design reviews. Review vendor documents, equipment data sheets, package interfaces and commissioning requirements to ensure commissioning readiness during the engineering phase. • Collaborate with the ICAPS Administrator to establish discipline-specific commissioning task structures, Mechanical Completion dossiers, and test packages within the ICAPS database. • Review vendor FAT/SAT procedures, preservation requirements and prepare vendor site support plans. 2. Commissioning Document Preparation: List but not limited to: • Category A (Management Documents): - Prepare Pipeline Pressure Testing Philosophy - Prepare Pigging Strategy - Prepare HVAC Commissioning Strategy - Prepare Mechanical Utilities Commissioning Strategy • Category B (General Technical Documents): - Prepare Mechanical Commissioning General Procedure (Rotating & Static) - Prepare Pipeline General Pressure Testing/Flushing/Drying Procedures - Prepare HVAC General Commissioning Procedure - Prepare Mechanical Utilities General Commissioning Procedure • Category C (Pre-Commissioning Documents) • Category D (Commissioning Documents): - Prepare Mechanical Operational Test Procedures (OTPs) (compressors, pumps, turbines) - Prepare Pipeline Leak Test Procedures, Drying/Inerting/Vacuum Test Procedures - Prepare HVAC Functional Test Procedures (FTS) and Operational Test Procedures (OTPs) - Prepare Mechanical Utilities OTPs - Prepare discipline Dossiers and relevant sections of TOM Dossier • Vendor Documents: - Review FAT procedures and reports for major equipment - Prepare vendor site support plans - Review vendor commissioning manuals. 3. Execution & Supervision: • Lead the commissioning of static &rotating equipment • Lead pipeline hydrotest review/pneumatic testing, flushing, drying, and pigging operations. • Lead HVAC system commissioning including air balancing, water balancing, refrigeration testing, interlock testing, and performance verification. • Lead commissioning of mechanical utility systems. 4. Management & Coordination: • Ensure all procedure documents are completed during the Detailed Engineering phase. • Manage discipline task progress and punch list clearance within ICAPS; monitor critical path. • Coordinate technical interfaces with construction, design, vendors (technical support), and the CPY's commissioning team (plan approval). • Coordinate interfaces with Electrical, Instrumentation and ICSS teams during integrated commissioning. • Perform other tasks assigned by the Commissioning Manager. Requirements: Education:  • Bachelor’s degree or above in Mechanical Engineering, Pipeline Engineering, HVAC Engineering, or other related engineering disciplines. Professional Experience: • Minimum 10 years of commissioning experience in large-scale EPC projects within the oil & gas, petroleum, or petrochemical industry. • Minimum 5 years of experience as a Mechanical, Piping, Pipeline or HVAC Commissioning Lead on large-scale oil & gas projects. Mandatory Skills: • Must be proficient in rotating equipment alignment, vibration analysis, lube oil flushing, and performance testing (compressors, pumps). • Must be proficient in static equipment pressure testing, leak testing, drying, and inerting procedures. • Must be proficient in pipeline hydrostatic/pneumatic testing, flushing, drying, pigging, Nitrogen purging and leak detection techniques. • Must be proficient in HVAC system commissioning, including air balancing, water balancing, refrigeration system testing, interlock testing, and performance testing; familiar with GS EP HVA 500/501 standards. • Must be familiar with commissioning methods for mechanical utility systems. • Good knowledge of PTW, LOTO, SIMOPS and project HSE requirements applicable to commissioning activities. Software Tools: • Must be familiar with OPERCOM® Methodology and capable of using ICAPS© software for commissioning execution and completion management. Language:  • Fluent in English (written & spoken), capable of independently writing technical reports and leading technical coordination meetings. Project Experience:  • Experience on Middle East EPCC projects is preferred. Previous experience on TotalEnergies, ADNOC, QatarEnergy or other IOC projects will be an advantage. The candidate shall be based in Dubai during the commissioning engineering phase and in Iraq during the execution phase in accordance with the project schedule.
