Requirements
Experience8–12 years of relevant experience, with significant experience in HSE/Safety management.Previous experience in Facility Management, MEP, maintenance, construction, industrial, or technical operations is required.Experience managing HSE activities across multiple sites or large facilities is highly preferred.Proven experience managing and developing HSE teams.Technical KnowledgeStrong knowledge of HSE regulations, standards, and best practices.Strong understanding of Mechanical and Electrical systems and MEP operations.Good knowledge of:Risk Assessment & JSAPermit to Work (PTW)Work at HeightConfined SpaceHot WorkElectrical SafetyFire SafetyEmergency ResponsePPEIncident InvestigationEnvironmental SafetyStrong knowledge of safety requirements related to facility maintenance activities.CertificationsNEBOSH IGC – Mandatory or strongly preferredIOSH Managing Safely is preferred.OSHA certification is an advantage.ISO 45001 knowledge/certification is an advantage.First Aid and Fire Safety certifications are an advantage.Skills & CompetenciesStrong leadership and team management skills.Excellent communication and interpersonal skills.Strong analytical and problem-solving abilities.Ability to work under pressure and manage multiple sites and priorities.Strong reporting and documentation skills.Ability to communicate effectively with clients and senior management.
Description
HSE ManagementDevelop, implement, and continuously improve HSE policies, procedures, and systems across Facility Management operations.Ensure full compliance with applicable local HSE regulations, client requirements, and company standards.Establish and monitor safety procedures for maintenance, engineering, cleaning, technical, and operational activities.Conduct regular site safety inspections and identify unsafe conditions, practices, and potential hazards.Develop corrective and preventive action plans and follow up on their implementation.Monitor HSE performance and prepare regular reports and dashboards for management.Risk Assessment & Safety ProceduresConduct and review Risk Assessments and Job Safety Analysis (JSA) for facility management activities.Develop Method Statements and safe work procedures for high-risk activities.Ensure proper implementation of Permit to Work (PTW) systems.Assess risks related to electrical systems, HVAC, mechanical equipment, generators, firefighting systems, work at height, confined spaces, hot work, and other maintenance activities.Ensure proper implementation of Lockout/Tagout (LOTO) procedures where applicable.Facility Management & Technical SafetyWork closely with Engineering and Operations teams to ensure safe execution of maintenance activities.Review safety requirements for HVAC, electrical, mechanical, plumbing, firefighting, BMS, and other MEP systems.Ensure that technical teams follow approved safety procedures during preventive and corrective maintenance.Participate in reviewing safety requirements for new projects, equipment, and facility modifications.Ensure proper inspection and maintenance of safety-related equipment and systems.Incident ManagementLead investigations of accidents, incidents, near misses, and unsafe occurrences.Identify root causes and develop corrective and preventive actions.Maintain accurate HSE records and incident documentation.Monitor incident trends and develop initiatives to reduce workplace accidents and risks.Ensure emergency response procedures are established and regularly tested.Training & AwarenessDevelop and deliver HSE training programs for engineers, technicians, supervisors, and operational staff.Conduct toolbox talks and safety awareness sessions.Ensure employees understand emergency procedures, PPE requirements, safe working practices, and relevant safety policies.Promote a strong safety culture across all Facility Management sites.Audits & ComplianceConduct regular internal HSE audits and inspections.Coordinate with clients, consultants, and external auditors during HSE inspections and audits.Ensure all findings and non-conformities are properly addressed and closed within agreed timelines.Maintain HSE documentation, records, certificates, inspection reports, and training records.Leadership & Team ManagementLead and supervise the HSE team across assigned sites.Set HSE objectives, KPIs, and performance targets.Monitor the performance of Safety Officers and HSE Engineers.Coach and develop the HSE team to improve technical and operational capabilities.Coordinate closely with Facility Managers, Engineering Managers, Project Managers, and Operations teams.
