Requirements
The ideal candidate will possess a Bachelor's degree in Civil, Mechanical, Electrical, or Environmental Engineering, with 5-7 years of progressive experience in infrastructure management, civil works, or facilities management, preferably in large-scale communities or real estate. A strong understanding of infrastructure maintenance practices, local regulations, and technical knowledge of water/wastewater networks and pumping stations is required. Proficiency in AutoCAD and Microsoft Office, along with strong analytical, problem-solving, and stakeholder management skills, is essential. A UAE driving license is preferred.

About the Job:An opportunity has arisen for an Assistant Manager - Infrastructure Excellence to join Dubai Holding Community Management. The main duties and responsibilities of this role include:Infrastructure Planning & Development Support:Assist the Manager - Infrastructure in the planning and development of new infrastructure projects, ensuring alignment with organizational growth strategies and regulatory requirementsReview and provide initial technical input on infrastructure designs, specifications, and proposalsSupport the integration of new infrastructure assets into existing community networksMaintenance & Operations Coordination:Coordinate and monitor the daily maintenance and operational activities of all infrastructure assets, including roads, street lighting, storm water drainage, utility networks (water, sewerage, irrigation), and related systemsSupport the implementation of preventative maintenance programs and schedulesOversee the performance of service providers and contractors engaged in infrastructure maintenance, ensuring adherence to Service Level Agreements (SLAs) and KPI's for achieving quality standardsEmergency response preparedness and mandatory presence on site emergency situationsEnsure statuary regulatory compliance Coordination for Insurance claims in alignment with the processMonitor the utilities consumption metering activities to ensure the identification/correction of any anomaliesAsset Management Support:Assist in implementing asset management practices for infrastructure components, including maintaining asset inventory and supporting condition assessmentsHelp identify opportunities for infrastructure optimization and efficiency enhancementsSupport the Manager in recommending and managing minor infrastructure upgrade or replacement projectsCompliance & Quality Assurance:Ensure all infrastructure operations and maintenance activities comply with relevant local and international codes, standards, and regulations (e.g., Dubai Municipality, DEWA, RTA)Conduct regular site inspections to ensure quality, safety, and operational effectiveness, reporting findings to the ManagerIssue Resolution & Emergency Response Support:Assist in the timely investigation and resolution of infrastructure-related issues, incidents, and emergenciesSupport the implementation of emergency response plans for infrastructure failuresBudget & Financial Support:Assist the Manager - Infrastructure and Community Management in developing and monitoring the infrastructure maintenance and capital expenditure budgetsHelp track expenditures and provide data for financial reports related to infrastructure assetsReserve Fund management and timely update of RFS study and proper utilization in line with RERA regulationsStakeholder Coordination & Reporting:Coordinate effectively with internal departments (e.g., Community Management, Technical Excellence, HSE) and external authorities, utility providers, and developers on infrastructure mattersPrepare reports on infrastructure performance, project status, and budget utilization for the Manager – InfrastructureHealth, Safety, and Environmental (HSE) Responsibilities:Ensure full compliance with DHCM's Health, Safety, and Environmental (HSE) Policy, governance framework, and standards by conducting all tasks according to HSE procedures, attending mandatory training, actively reporting hazards, near misses, or incidents, and utilizing appropriate Personal Protective Equipment (PPE) as identified in risk assessments About You:The ideal candidate for this position will have the following experience and qualifications:Bachelor's degree in Civil, Mechanical or a related engineering discipline (e.g., Electrical, Mechanical, Environmental Engineering)Strong understanding of infrastructure maintenance practices and relevant local regulationsValid UAE driving license is preferred5–7 years of progressive experience in infrastructure management, civil works, or facilities management, preferably within large-scale communities, real estate, or property management environmentsStrong technical knowledge of water and wastewater networks, pumping stations, sewage treatment plants (STPs), infrastructure assets, and maintenance best practicesExperience supervising teams and contractors, with 2–3 years in a supervisory or assistant managerial role being an advantageProficient in engineering software such as AutoCAD and Microsoft Office, with the ability to interpret engineering drawings, technical specifications, and legal documentationStrong analytical, problem-solving, communication, and stakeholder management skills, with a highly organized and detail-oriented approach to delivering operational excellence About the Benefits:At Dubai Holding, we're committed to nurturing the success and well-being of our colleagues.
