Description
We are looking for a Techno-Commercial Estimator to prepare complete and competitive techno-commercial offers for hard and soft facility management services across government and private sector projects in Saudi Arabia. The role requires a strong balance of technical understanding and commercial acumen to develop compliant, technically sound, and commercially viable proposals through platforms such as Etimad.Key ResponsibilitiesTechnical ScopeReview tender documents, scope of work, specifications, and drawings to fully understand technical and operational requirements. Conduct site visits when required. Develop technical proposals, method statements, compliance matrices, and resource deployment plans aligned with client requirements and international FM standards.Ensure all technical submissions are compliant with applicable standards (e.g., BICSc, ISO 41001, Saudi Building Code, and client-specific requirements).Coordinate with operations and technical teams to validate proposed methodologies, staffing plans, and equipment requirements.Commercial ScopePrepare accurate Bills of Quantities (BoQ), detailed cost estimates, and resource-based pricing for hard and soft FM services.Analyse current market pricing trends, labour rates, and productivity norms to develop competitive yet profitable offers.Support bid strategy development, risk assessment, and margin analysis.Work on government tenders through the Etimad portal and other procurement platforms, ensuring full compliance with submission requirements.GeneralPrepare complete techno-commercial offers.
