Establish and maintain engineering standards, procedures, and governance frameworks across all disciplines. Ensure all engineering deliverables meet required quality, safety, regulatory, and company standards. Oversee engineering execution across multiple projects to ensure timely, cost-effective delivery. Plan, allocate, and optimize engineering resources based on project priorities and workload forecasts. Monitor engineering progress, identify risks early, and implement corrective actions where necessary. Act as the primary engineering interface with project management, clients, and internal stakeholders. Provide technical guidance and decision-making support on complex or critical engineering issues. Ensure integration of HSE and design safety principles within office-based engineering activities. Support proposal development, estimates, and technical inputs for bids and tenders. Drive continuous improvement in engineering processes, tools, workflows, and document management systems. Promote standardization, lessons learned, and best practices across engineering teams. Support cost control through efficient planning, resource utilization, and reduction of rework. Lead performance management, coaching, and professional development of engineering staff. Ensure effective document control, change management, and knowledge management practices. Report engineering performance, risks, and KPIs to senior management on a regular basis. Experience, skills and knowledge A bachelor’s degree in any relevant engineering (i.e. mechanical, electrical, civil, environmental, chemical, computer, software, electronic, marine, ship captain, etc.) or equivalent from an accredited university with minimum twenty (20+) years of relevant experience in the oil & gas or petrochemical industry, including minimum five (5) years (preferred) in GCC region. Must have at least five (5) years of experience in similar position for international oil & gas or petrochemical projects. Previous experience in PMC is required.
